Billy Harris, Jr. (retired) is co-founder of Harris Kocher Smith and designed and managed civil engineering projects in Colorado for over 40 years. He served on the Colorado State Board of Licensure for Architects, Engineers and Land Surveyors for eight years, is a past State Director of the Board of the American Council of Engineering Companies and a is former member of the Professional Goals Committee of the Mayor’s Office of Small Business Opportunity, City and County of Denver. Mr. Harris  provided engineering design services for many thousands of multi-family and single-family residences and for dozens of commercial and retail development projects, as well as for highways, regional drainage facilities, public utilities, schools and other public facilities.
