Billy Harris is President and co-founder of Harris Kocher Smith and also serves as Project Manager for the firm’s private and public clients. Mr. Harris has designed and managed civil engineering projects in Colorado since 1979. He is a past State Director of the Board of the American Council of Engineering Companies and a former member of the Professional Goals Committee of the Mayor’s Office of Small Business Opportunity, City and County of Denver. He also served on the Board of Directors of the Lowry Vista Metropolitan District. Mr. Harris is a court-certified expert on engineering for Title 32 Special Districts and has provided forensic services and expert witness testimony for both plaintiffs and defendants on cases involving drainage, grading, utility and other civil engineering areas of expertise.
Steve Kocher is Vice President and co-founder of Harris Kocher Smith and also serves as Project Manager for the firm’s private and public clients. Mr. Kocher has designed and managed civil engineering projects since 1993. He is a member of the American Council of Engineering Companies (ACEC), American Society of Civil Engineers (ASCE), and also served on the Associate Members Council Board of Directors for the Home Builders Association of Metro Denver from 2000-2004. Mr. Kocher is also an ACEC Certified Engineering Expert Witness and has provided forensic services and expert witness testimony on cases involving drainage, grading, utility and other civil engineering areas of expertise.
George Smith is Vice President of Harris Kocher Smith and is also responsible for all land surveying activity. He has over 40-years of survey experience within the State of Colorado and has managed survey departments since 1981. His extensive background in the construction industry has developed his expertise in a variety of sectors ranging from single-family residential development to major highway construction. His continued education in boundary law coupled with his many years of experience makes him an expert at preparing legal documents such as ALTA/NSPS Land Title Surveys, subdivision & condominium maps, and land survey plats.
